Myanmar navy finds 102 stranded Bangladesh migrants on island - state media

Myanmar’s navy has discovered more than 100 Bangladeshi migrants stranded for nearly a month on a southern island, state media said on Tuesday, following a regional migrant crisis in which people smugglers abandoned thousands at sea.
It was the first major rescue reported by Myanmar since May, when its navy found a boat packed with more than 700 migrants in the Andaman Sea at the height of Southeast Asia’s migrant boat crisis.
The crisis blew up after a crackdown by Thailand on trafficking camps along its border with Malaysia made conditions too risky for people smugglers to land their human cargo, so they simply set them adrift.
The state-run Global New Light of Myanmar said the most recent group of 102 migrants was found late in June, after spending nearly a month on the island in Taninthayi, the southernmost region of Myanmar bordering Thailand.
The migrants, all men, were rescued between June 30 and July 12 and hailed from neighbouring Bangladesh, the paper said. They had been left on the island in early June.
“The navy is searching the areas and the victims will be sent back to their home country,” it added, but gave no details of where the men were being held.
Officials at the Bangladesh embassy in Yangon said the Myanmar government had not contacted them about the migrants.
“We have just received the news from the media,” Tareque Mohammed, the deputy chief of mission, told Reuters. “We have received no confirmation from the Ministry of Foreign Affairs.”
The military-owned Myawaddy newspaper said officials in Myanmar found a man on June 30 around two miles off the coast of Saung Gauk Island, prompting a search of the island early in July, which led to the discovery of the rest.
It said the men had left Bangladesh after being persuaded they could earn more abroad and that those who refused were forced aboard a vessel.
They were among the thousands, many Bangladeshi or Muslim Rohingya from Myanmar, who ended up in dangerously crowded boats run by people-traffickers, heading for other southeast Asian countries.
Previously, Myanmar has said nearly all the migrants were Bangladeshis seeking better economic prospects, rather than Rohingya, a group who complain of severe discrimination and mistreatment at home.
Most of the castaways landed in Indonesia, Malaysia and Myanmar, their passengers sick and thirsty. At least 1,200 remained adrift, the United Nations said in a report on June 16. (Source: Reuters)

Bangladesh: Outcry over video of 13-year-old boy killing

Thousands of people in Bangladesh are demanding justice for a teenage boy who was beaten to death by a group of men who filmed themselves laughing and jeering as they carried out the attack.
A video of the 13-year-old’s murder has gone viral on social media.
The killers accused the boy of trying to steal a bicycle rickshaw van in the north-eastern city of Sylhet.
Three people have been detained, including the main suspect who fled to Saudi Arabia after the attack.
Suspected thieves are often attacked by mobs in Bangladesh.
But the BBC’s South Asia editor, Joanna Jolly, says that the brutality of the assault has caused widespread outrage and led to police forming a special squad to investigate the killing.
One of the attackers filmed the assault on Samiul Alam Rajon on Wednesday on his mobile phone, while the others tied the boy to a pole and hit him repeatedly with a metal rod.
He screamed for help, the Daily Star reported, and cried for water as he begged for his life.
‘More than 60 injury marks’
The men can be heard laughing and jeering at him as they told him that they would post the video on Facebook.
After the boy was killed, the attackers took his body to a secluded dump, the paper reported, about 600ft (180m) away from the torture spot.
But they were spotted by some locals who chased them. Three of the group escaped, but one man was caught and handed over to the police. Another was later detained, while the main suspect was arrested in Saudi Arabia.
“It’s a sad and unfortunate incident,” Bangladesh’s Home Minister Asaduzzaman Khan Kamal was quoted by bdnews.24 as saying. “One [man] has been remanded and another has been arrested. The rest will be arrested soon. None will be spared.”
An autopsy report said that Samiul - who helped his family to sell vegetables - died of a brain haemorrhage after sustaining head injuries. More than 60 injury marks were found on his body. A Twitter page in his honour has been set up. (Source: BBC)

First ever retrofit technology for RMG factory in Ashulia

Dhaka, July 13, 2015: Japanese experts with local engineers have conducted systematic retrofitting construction work at a garment factory in Ashulia, for the first time in the country, making it earthquake resistant.
Retrofitting is a technology that could be used to make a vulnerable building earthquake resistant without demolishing it and usually it costs 30 to 40 per cent of the new construction cost of the targeted building, according to a release.
After the tragic incident of Rana Plaza, the Japanese government through Japan International Cooperation Agency (JICA) initiated a project titled “RMG Sector Safe Environment Project” and created a Taka 100 crore fund with the Bangladesh Bank for financing the RMG owners to make their buildings safe for the workers.
Under the programme, JICA opened up the doors for the RMG owners to assess their factory buildings as well as to take the opportunity of taking JICA fund to strengthen them.
As per JICA’s call, a total of 300 RMG factories applied for being
assessed and of these factories, 214 were selected for the assessment under another JICA project called “Capacity Development on Natural Disaster Resistant Techniques of Construction and Retrofitting for Public Buildings (CNCRP)”, being implemented by the Public Works Department (PWD).
The CNCRP project and DK Knitwear Ltd, took initiative to conduct
retrofitting.
DK Managing Director Syed AQM Zahid said they were confident of structural safety as the factory was purposefully constructed as an industrial building. Zahid hoped that the retrofitting works will have a positive impact on the RMG sector in Bangladesh.
JICA’s Senior Representative Hiroyuki Tomita said Japanese technology and experience to make building earthquake resistant can help Bangladesh to strengthen its vulnerable RMG buildings for avoiding any tragic incident like Rana plaza in future. The JICA will implement a large project soon covering more vulnerable RMG buildings, he said. (Source: BSS)

Bangladesh attains success in lowering total fertility rate: Speakers

Rajshahi, July 12, 2015: Speakers at a meeting have said Bangladesh has made substantial progress in the health and population sector in recent times, particularly in reducing fertility and child mortality and in increasing the coverage of health and family planning services to the people.
They also mentioned that the country has witnessed marked improvements in maternal and child health over the last four decades.
Women are having fewer children and these children are increasingly likely to live longer and healthier lives than previous generations.
They are also receiving more skilled assistance during pregnancy and delivery than ever before. The speakers made the observation while giving crests, prizes and certificates among some government and non-government institutions for their laudable contribution to the field of providing maternal and child health services.
Tilottoma Mohila Swechhasebi Sangstha clinched the best position.
Divisional and district offices of the Department of Family Planning organized the discussion in the conference hall of Family Welfare Visitors Training Institute (FWVTI) in observance of the World Population Day-2015 yesterday.
Commissioner of Rajshahi division Helaluddin Ahmed and Deputy Commissioner Mejbah Uddin Chowdhury addressed the meeting as the chief and special guests respectively with divisional director of the Department of Family Planning SM Zahedul Karim in the chair.
In his welcome speech, deputy director-in-charge of the department Tasiqul Islam Amir Hossain gave an overview of the district level family planning activities and, so far, achievements.
Efforts have been made over the past years through increasing access to health care services, with special emphasis on human resource development with a view to reducing the maternal and child mortality and morbidity, the discussants opined.
Maternal and child health services have been given highest priority in the health system. Maternal and child health services are provided through the countrywide facility network.
Further improvements would need effective public-private and NGO partnerships to improve access to and quality of services. Bangladesh also needs to be prepared to deal with the worrying rise in non-communicable illnesses, like hypertension and diabetes.
Bringing more women into contact with the public and private health care system early in pregnancy is critical to improving maternal and newborn health. (Source: BSS)
